I have been in employment with Rolls-Royce plc for over 42 years the last 36 years in the Nuclear Engineering Sector.

I have extensive experience in the Operations, Commissioning, Maintenance, Design and Safety Cases within a Nuclear Regulatory environment for Pressurised Water Reactors.

My last position held prior to retirement was the Facility Operations Manager for Rolls-Royce plc at the Ministry of Defense site at Dounreay, Caithness.

I was responsible for the four nuclear facilities on site and the Safety Case Owner for the operational Nuclear Steam Raising Plant.

Facility Operations Manager

In this role I was to responsible for the management of all aspects of the Shore Test Facility Nuclear Stem Raising Plant (STF NSRP) Facility Operations in compliance with the MoD Central Plant Control Authority (CPCA) prescription and within the limits of the Facility Safety Case in order to meet the nuclear safety requirements of the MoD Site Authorisee, the Vulcan Trials Operation and Maintenance (VTOM) Programme and Site Objectives. Manage all elements of Facility Safety Case Ownership (FSCO) for all four facilities:

As FSCO I have to Ensure that the Approved Facility Safety Case is complied with for Operations, Maintenance and Design and Assure the Site Authorisee that this is conducted.

During the Refuel Update Revalidation contract phase managed as above, but this included the Decontamination Waste Treatment Facility. Also managed the STF whole plant commissioning and Power Range Testing. (Designated as Head of Commissioning)

January 1997 – September 1997:

Nuclear Standards Manager (Standards Department)

In this role I was responsible for ensuring that the standards of Nuclear Safety are complied with, mainly in relation to STF Plant Operations; Training; Qualifications and Nuclear Procedures.

Main functions were: SSC member; SSSC Chairman; SSSC (Fuel Handling) Relief Chairman, SSSC Spokesperson to CPCA and RR Vulcan OMAG Rep.

March 1995 – January 1997:

Nuclear Standards Manager (Operations Group)

In this role I was responsible for ensuring that the standards of Nuclear Safety are complied with, mainly in relation to STF Plant Operations; Training; Qualifications; standard operating procedures and Nuclear Procedures.

Main functions were: Procedure Authorisation Group (PAG) Chairman; RR Vulcan OMAG Rep; Deputise for Operations Manager; Vulcan Safety Committee (VSC) Member and Pressurised Water reactor (PWR2)/STF Safety Group Member.

July 1994 – March 1995:

Reactor Manager

A Reactor Manager I was Responsible for the managing of the STF operating and shutdown programmes.

Main functions were: Prototype Operations; Prototype Programme; Prototype and Support Systems Manning; Personnel and Union interface and Deputy PAG Chairman.


February 1983 – July 1994:

Shift Manager

Responsible (initially for DSMP1 then for STF) for the operation of the nuclear plant and supporting systems; the operation of site machinery; controlling any site emergency situation and for the safety of all personnel on Site; controlling any plant emergencies, for protecting the reactor plant from damage and minimising any release of fission products to the environment.

The Senior Company Representative on Site during abnormal hours. Also the Plant State Authority and also had to maintain a plant state information file.

June 1982 – February 1983:

Assistant Chief Operations Engineer/Shift Manager

In this post I was responsible to the Chief Operations Engineer for the operation of all Site systems. Also for the Operations Department input to the commissioning of the STF systems and after handover, responsible for the operation and upkeep of STF systems.

1980 – 1981:

Primary Plant Overseer (Secondment)

September 1977 – June 1982:

Operating Engineer

In this role I was directly responsible to the Shift Manager for the safe and efficient operation of the prototype plant and the personnel. I was also responsible during emergency conditions for restoring the plant to a safe state in accordance with the relevant Emergency Operating Instruction. Assist the Shift Manager in the general training and supervision of the shift personnel, both on live plant and simulator.

February 1976 – 1977:

Assistant Operating Engineer

In this role I was responsible for carrying out the Nuclear Safety checks and reliability checks and in certain plant states, responsible for the safe operation of the plant. I was also responsible for the operation of the works control system, including isolation of machinery and equipment.

Reactor Panel Operator/Electrical Panel Operator; Shutdown Watchkeeper; Trainee Operator
